Prevention, Retention, and Contingency (PRC)The PRC Program exists in every county in Ohio but, because it is designed to allow local flexibility in the determination of the benefits offered, it is unique in each county. There are only two eligibility requirements of the PRC program that are not subject to local determination: the PRC family must contain a child or a pregnant woman and the family must meet income guidelines for program participation. The county may set the income guidelines at whatever level they deem appropriate for the benefit being offered. It is also important to note that the county may add or delete benefits as they become necessary or unnecessary for effective administration of the program at the local level.. Please refer to the following PRC Chart for a synopsis of the program as it exists in Muskingum County. The PRC program is not to be used as on going assistance and is limited to non repetitive emergent needs. PRC is one program with three components. The Prevention component is designed to provide services that will enable the family to forego the need for cash assistance. The Retention component is designed to maximize the clients ability to retain the job they already have or to obtain a better job. Services provided under the Prevention and Retention components are always work related and are similar in their scope. The Contingency component is designed to provide assistance to deal with issues in the home such as utility disconnects or eviction orders, that are a threat to the health or safety of the family. The services provided under the Prevention and Retention components are employment related and are very similar. Many PRC benefits are provided by contracting with organizations in the community who are in a position to provide the types of direct services as needed.
